I think Examiner wants you to build up links to make your site an interesting place to bookmark and visit - to attract return readers.

The site she's asking about doesn't appear to be Examiner.
For some sites, link building can be beneficial. It's about contacting other sites that you think your readers might like and asking them the exchange links, thus building a relationship with other sites and -- hopefully -- bringing in more readers.

Linkbuilding is basically about generating relevant and high quality in-pointing links aka backlinks to your site or content. You can generate backlinks in a lot of different ways:
- RSS Feeds
- Article Writing (with link to your site in author box)
- Social Bookmarking sites
- Forum sigs
- links from related sites
- internal/cross-linking (linking from one of your related pages to another)
I can go on & on...
Bottom line just get as many links to your content as possible. Also one important thing is to use a related keyword to the content you're linking in your link.
