Welcome to the forum.
Here is one simple answer to your dilemma: read horror scripts.
Check out the Screenwriting tips, software, online scripts, recommends (http://absolutewrite.com/forums/showthread.php?t=24087) thread for links to sites where you can download screenplays. What are your favorite horror movies? Read the scripts and see how they translated into the images and dialogue you loved!
If you get nightmares? Think about switching to another genre. :)

Take the critiques you get with a grain of salt. Invariably, some of the critics will be kooks, bitter curmudgeons, or complete fools. ~odocoileus

If they wake you up in a cold sweat then maybe they'll scare others.
Start writing down what you see.
Then get some screenwriting books, browse the forums, read scripts, read some more scripts, study horror films, read some more scripts.
Sounds like you are struggling to find your concept.
Okay, think of the scariest thing you can and then up it several times.
What could be the worse thing ever to happen to you?
Now make it ten times worse.
But honestly, I think this has to be said, and I don't intend to be cruel, so please don't take this as an attack against you.
If you can't come up with any ideas then perhaps you aren't a storyteller.
Screen writing may not be for you.
However, hope can spring eternal. Don't give up quite yet.
Start a notebook of every little idea that comes in to your head. Maybe one of them will stick with you and start to develop.
Might be horror, might not be.
And that is okay.
