The Dream Quest One Poetry & Writing Contest is open to everyone whether experienced or not. This competition is open to all and anyone who loves to arrange words into beautiful art or to write a short story that is worth telling everyone. And to all who have the ability to dream. Write your best short story or poem for a chance to win cash prizes. All entries must be original.

Guidelines:
(1) Write a poem, thirty lines or fewer on any subject or style, single or double line spacing.
Or

(2) Write a short story five pages maximum, single or double line spacing, on any subject or theme, creative writing, fiction and non-fiction (including essay compositions, diary and journal entries).

Deadline: July 31, 2006.
Winners will be announced on August 31, 2006.

Prizes:
Writing Contest First Prize is $500. Second Prize is $250. Third Prize $100.

Poetry Contest First Prize is $250. Second Prize is $125. Third Prize is $50.

Entry fees:

I can't find any info in their FAQs about who they are, rights, etc.

Also, this bio of one of the winners gives me pause:

He is a stranger to the superficial plots and the seascape picturesqueness. He scrutinizes the movements of the human soul, where real dramas are enacted, passions rage, the erotic scenes are followed by an unadulterated lyricism and purifying sadness. His short stories are impregnated with brilliant irony and sympathy for his characters.

Thank you for comments about the Dream Quest One Poetry & Writing Contest. I understand your questions about the validity of this competition. First and foremost, I want to let you know that Dream Quest One is based upon honesty and integrity in conducting all of its business affairs. I believe that without honesty and integrity, nothing can withstand being tried and tested to be true. My mission is to inspire, motivate and encourage anyone who has the desire or love of writing and poetry to continue doing so without fear of failure or success. All prize monies have been awarded to all previous contest winners. If you stick around long enough, you will find that just because a contest may charge an entry fee or reading fees for that matter, does not mean that they are a scam. Although some unscrupulous contests are out there, you have to be careful and use good judgement. Preditors and Editors at http://anotherealm.com/prededitors/pubctst.htm has a list of things you may want to consider before entering any contest or choosing a publisher. They even list some contests that does include entry fees. And just because a website is presented and packaged to be pleasing to eye and telling you all the things you want to hear, does not mean that they are legitmate. I will not tell you what you want to hear all the time, but I will tell you what you need to know. I am here to assist the poet and writer on hers or his journey through life. However, the Dream Quest One Poetry & Writing Contest has received some very interesting entries from people of many different walks of life and from around the world.
I have received some of the most beautiful ‘thank you letters' from previous contest winners which money could not buy. This contest is still small and yet it is growing. In the recent past, we have received an average of 400 to 500 entries in this contest, which has basically become biannual in its run. I created and started the Dream Quest One Poetry & Writing Contest, which was launched on March 17, 2005. I do not have a high-end budget or come close to the volume of operation that Poetry.com may generate, for instance. I do not use a sponsor’s support. We are not really concerned about Poetry.com, in essence.
However, Dream Quest One.com is listed in Winning Writers Poetry Contest Insider http://www.winningwriters.com/contests/pci/pc_lists.php?page=3, a very well screened and accredited online database of over 750 poetry contests. Also, previous contest winners have featured their winning poems and stories on their own websites. For example, Terry Weide, author of "Dream of Power, Dream of Glory" has a brief bio which may be found at http://www.doubleedgedpublishing.com/contributorDetail.php?user_id=17. In addition, CJ Mouser, http://www.cjmouser.com/ won the Second Prize in the 2007 Winter Contest for her very interesting short story. You may contact either one of them and ask about their winnings. Then there is Jesus Martinez, Jr. of Del Rio, Texas who had an article written by Staff Writer Claudia Hill of the Del Rio News Herald, which featured his winning The First Poetry Prize. He sent a very beautiful 'thank you letter' in which I will always remember. It is the gratitude that I get from everyday people who say that I have been of service to them is what keeps me going.
I use a lot of my own extra time and resources to keep this ship floating. Just because one builds a website doesn't mean people will come. It also costs just to own and operate a website. I always keep the mission in mind when things don't move along, smoothly. This contest is open to everyone, not just professionals. So you will see accomplished poets and writers as well as novice contest winners.
