I'm a writer with some decent print credits under my belt, but no screenplay options or sales, nor an agent.
can anyone recommend a screenplay agency, particularly for action-oriented films, horror, suspense?
I'm talking about a legit WGA-signatory agency, one that is amenable to queries from new writers. Thanks.

The WGA has a list of all signatory agencies on its site. It designates which agencies accept queries. You can pick up a copy of the Hollywood Creative Directory (or subscribe online) for the lists of the individual agents at the agencies. Not sure about the subscription price, but the hardcopy's around $60.
everyonewhoseveryone.com recently added a listing of tineseltown agents and producers - it often lists the individual agents as well. The site is free - but I can't vouch for its accuracy. The HCD on the other hand is very accurate and accepted by everyone in the industry as the contact bible.
If you think of writers whose work is similar to yours you can contact the Guild to find out what agent reps that particular screenwriter.
Be sure you have a really strong logline, because everything rides on it. If you are unfamiliar with loglines check out some of the screenwriting sites (intip.com, hollywoodlitsales.com et.al.) for tips.

Some literary agencies such as PMA also represents screenplays. Check the Writer's Market (they also have an editon, I believe, just for screen writers)...

CAA is an excellent agency and they may be impressed by your print resume. Good luck to you.

No, they won't care about the print resume. They care only about the story they think they will be reading.
You should seek out agents who you believe will respond to your work. Those could be at CAA, ICM, UTA or smaller places.
