I know this is a dumb question. But if ya don't ask, ya don't find out. :D

What the heck goes on a cover letter? How is it different from a query?

I'm thinking about shipping off the first three chapters to Tor (if I ever get the synopsis finished), while I'm busy racking up rejections from agents. It takes Tor 4 - 6 months to send your "no". Anyway, their requirements include a cover letter. What do I include on it??

Just your name, contact info and what you're sending. Keep it short and simple. Unlike a query, there's no need to recount the story, though you'll want to mention the title and word length.

Keep in mind that, more often than not, cover letters are not read until after the manuscript has been evaluated.

Yup. Silver's got it. Short, sweet, and to the point. The partial itself should hook the reader and make him/her want to request more chapters or a full.
