An ezine accepted some of my poems but the site has been "coming soon" since. Can I send these poems somewhere else since the e-zine seems to be non-existant??

Have you emailed the editor to ask if everything is still on schedule as planned? Sometimes magazines get behind like the rest of us do. Real life has a bad habit of disrupting things. Then again, maybe they have become defunct and not notified anyone. Your best choice right now is to contact them and see if everything is okay.
Also, stating what magazine it is here might help on case some AWer has direct news of the magazine.

i just sent them an email and it was returned "unable to send"
it's an 18+ site so I don't want to say what it is incase i get banned.

Have you checked duotrope to see if they list it as a dead market? They regularly test links to see if they are still good.

Double-check the address and send another email formally withdrawing your submissions. If it bounces back, save it anyway. It's proof of sorts in the (highly) unlikely event some problem arises down the road.

Like Frank said, make sure they're out of business and you've sent the withdrawal (just to cover your ass in the very, very slight chance they're still in business). Then you're free to submit elsewhere.
