....I submit a query to two agencies and both want a partial or full? Is it OK to send both of them with the material they requested, along with a note that another agency (should I give name or not?) has also expressed interest? Or do I need to pick the agent I want the most? There is a real chance that I could face this dilemma so I want to know what to do just in case.

Unless one or both of them asks for an exclusive--in which case you have to decide whether or not to grant it, and for how long--you just send it to both of them. There's no need to tell them other agents are looking at it (unless one or both of them specifically requests you do so. Personally I don't think it's any of their business until they make an offer.)

Send material to whomever asks for it. You don't have to tell them others are looking at partials, though I told them another agent was also looking when I sent fulls. But that's a personal choice and not something you have to do if you don't feel comfortable with it. Don't give names though.

And keep querying until you get that offer :)
