Question How to slow down

About the only really helpful critiques I've received on my work amounts to this: "In this (scene, passage, etc.) I felt rushed."

When there's a lot of tension going on, I do have a tendency to hurry. Does anyone have any hints about how to slow down? Should I add emotion, internal dialogue, what?

Thanks for any help.
