Serious research into sexual anatomy and response by trained scientists is still thin on the ground, especially in the US. Government funding agencies actually do fund such research, but it often has to be disguised or obscured in dense biomedical language.
There are Congressional staffers who comb newspapers, magazines, and even the original medical and scientific literature, looking for government-funded projects on sex, abortion, climate change, alternate energy and other subjects with political payloads. That also includes projects with 'funny names' that can be ridiculed on the floor of the House or Senate. Not everyone there is a friend of science.
Clitoral function and anatomy has not been really understood until the last three decades, and some things, like the function of the G spot, are understood only in outline. That's why it's possible for some to question its existence.
