Well, I probably shouldn't tackle this since it's past my imposed "question submission deadline," but it's a Friday and I'm in a decent mood, so I hope that doesn't tick the rest of you off. Besides, I really wanted to try to get to every question on here.

I hate to say it rugcat, but stuff happens. Maybe it gets lost, accidentally thrown away, misplaced during a move of offices, maybe the intern forgot to respond, maybe their was an overwhelming of queries and the rejections just never got officially rejected... and some agencies choose just to only respond to queries they're interested in. That's their prerogative. And it's your prerogative to feel about that as you will.
Here's what I'm going to say on the matter: A non-response is a rejection. That's it. Write it off. Maybe you'll get a late rejection or offer of representation, but don't count on it. You'll drive yourself nuts. If the agent wants to rep you, she'll get in touch with you. I promise.

We do our best, but no one's perfect. I'll leave it at that.

Official responses to all queries at the agency are handled by the same people, so the same answer applies...
