My issue with him is being in a pro union state, but having such laws that when a natural disaster happens, they turn away crews willing to help because of their non-union status.

Um, that's not a bug of non-right-to-work states; it's a feature. Ask any union member. It's a great form of protectionism and crony capitalism because most people are convinced it's a worker-protection move and not a way to restrict competition and keep prices up while fattening the coffers of the union-leader fat-cats... although it does restrict competition and drive prices up, and keep those union coffers full. A clever bit of legerdemain, imo.
