Same--I do feel a full and even a partial deserve at least a form response, especially after nudges.

No response = no I am fine with, as long as they state that's their policy and ideally, if they have an auto-responder.

What bothers me most about this is that there are agents who say they will respond and then don't. Is it that hard to follow up on your promises? Either do what you say, or don't say it if you can't deliver.

I've seen the same trend in job applications.

This.

It would be nice if every agent had an auto-responder. It doesn't seem that hard to do and would confirm that not hearing from them is a NO rather than wondering if they even got the email especially when they do not state on their site that No response means no.
