I got about 60 rejections on my mss, and after dealing with several editors, I agreed that I essentially had two short novels in one, and that one of the two just wasn't that interesting to a broad audience.

So I essentially took the half that I feel is interesting, added and subtracted, and now have one that's very succinct.

So, should I go back and query the same agencies (not necessarily the same people at said agencies)? Should I indicate early on that this is a major revision of something that was submitted last year?

I know there are still more agencies out there, but I'm running out of prospects that handle my genre.

Ideas?

I would guess that your query has changed drastically. Change the title, and you should be good to resubmit to agents who rejected your query without any mention that you submitted last year. Agents who requested a partial... uh, honestly, I wouldn't resubmit to them at all.
