Actually some guy named Chamberlain encouraged the League of Nations to just let Mr H have ..... so he'd be happy. But we could argue and argue about the what ifs ... or maybe we are watching a re-run with Russia and Crimea right now. We'll see. The UN is close to a carbon copy of what the league became. If I really wanted to rant I'd describe them as the league of wishful thinking.
Problems then, as now, is that the real leaders didn't pop up until the serious shooting started. Mr Churchill led the pack. Roosevelt was too busy with the aftereffects of the depression to step up until it was too late.

Do you need to actually ingest them, or can you just tell by how they feel in your mouth?

Well there's elongated tablets, they're dry and stick to the tongue, easy to flip under and pretend not to swallow.
The coated tablets are more difficult, slicker, the coating thick so that it lasts until you swallow. These are the favorites to spit cause they slide so well...
Then there's the serious capsules. Hard shells protecting a powdered substance. Most of them are horrible to chew, but the nsaids are kinda sweet. No way to hide those.
