Can chapters have different page numbers?

In my graphic novel script, the first chapter went up to fifteen pages. Then the next chapter stop at thirteen because I ran out of ideas of how much to add before finishing it. Does it matter that a number of pages in each chapter can be different, or they all must be the same.

Your chapters should change at natural breaks in your story. It doesn't matter how many pages are in each chapter.

Nah. Chapters can be any length you want. Actually you dont even need them in graphic novels. I mean you can have them, but its totally a stylistic choice.
