CUT TO :

When going from one scene to another (with dialogue) back and forth, is it ok to use CUT TO: every time? (this is not a montage)

no need to use the words "cut to". it's implied that you're going from one scene to the next so using the words is redundant and unnecessary.

read more scripts (you should be doing this anyway) and you'll see that no one uses "cut to" anymore.

also - invest in the david trottier book, the screenwriter's bible. it's help you with all the standard formatting questions.

You mean a transition; margin left, DISSOLVE: or FADE TO BLACK: or stuff like that. If it's really vital to the flow between scenes, if you can justify it, it's good.
